Created through bipartisan Congressional support, the Office of Clean Energy Demonstrations (OCED) is investing nearly $30 billion billion in projects that are essential to achieving a clean energy economy. OCED works with private companies – including many Fortune 500 firms – to construct large-scale, next-generation demonstrations of cutting-edge nuclear, hydrogen, carbon, and renewable projects across America supported by a diverse group of bi-partisan political leaders, businesses, and local communities. OCED is at the forefront of the fight against climate change.
THE ROLE
Sitting in the Data Science, Engineering, and Governance team, the Data Governance Lead
plays a critical role in establishing and steering the data strategy that underpins OCED's
mission. This position leads the design and implementation of data governance policies and
will launch a federated model that empowers critical data-driven insights by ensuring
uniformity in data management across OCED, with data governance processes and systems
that are scalable, secure, and aligned with its broader mission.
RESPONSIBILITIES
- Support the creation, design, and implementation of data governance policies across
OCED. - Launch and manage a federated data governance model that promotes the adoption
of uniform data collection, storage, use, and sharing frameworks. - Provide data-driven insights that are critical to improving and scaling OCED’s
processes and operations. - Draft policies for approval by OCED’s Data Governance Board, including researching
existing problems, proposing strategic solutions, and driving consensus with senior
stakeholders across divisions. Policies will focus on:- Managing data as a strategic business asset
- Promoting efficient access to and appropriate use of data
- Leveraging data for evidence-based and operational decision-making
- Building a culture that values data for internal and approved public use
- Governing, managing, and protecting OCED and recipient data provided to
OCED
- Create and implement a data stewardship and curation strategy, addressing short,
medium, and long-term data governance needs. - Apply the data governance framework to ensure the design and implementation of
business and technical rules that produce the highest data quality, with a trustworthy
data pipeline for complex calculations and grant management. - Work closely with business partners and leaders to assess key areas for data quality
improvement and implement solutions. - Enable strategic direction and decision-making regarding data governance, systems,
technology, and cybersecurity initiatives and investments. - Collaborate with various teams to ensure continuous improvement in data quality, traceability, security, and performance across OCED’s processes.
CANDIDATE PROFILE
- 5+ years of relevant work experience in data governance, compliance, legal, or risk
management. - A Bachelor’s degree (Master’s preferred) in a related field such as data management,
computer science, or business analytics. - Demonstrated resilience and creativity when managing time-sensitive demands from
competing stakeholders. - Strong understanding of data governance, including multidimensional aspects of
data (curation, quality, traceability, security, latency, and accuracy). - General knowledge of business processes, data flows, and quantitative models that
generate or consume data. - Proven ability to draft and implement high-impact policies while managing
competing demands from multiple stakeholders. - Excellent communication skills with the ability to collaborate with subject matter
experts and present complex concepts simply. - Experience in delivering high-quality work products, reflecting attention to detail and
a commitment to excellence. - Independent thinker, willing to engage, challenge, or learn continuously.
- Ability to identify and effectively escalate potential issues to the appropriate person(s).
- Commercially focused, with a proven ability to drive measurable business impact
through data governance initiatives. - Demonstrated ability to collaborate across hybrid and remote teams while escalating
potential issues to appropriate stakeholders effectively. - Demonstrated strong work ethic, with a sense of ownership and urgency in
completing tasks.
